Dear comrades,
On the occasion of the 16th Congress of the Communist Party of Venezuela (PCV), which will be held from 3 to 5 November in Caracas, we send you comradely greetings from communists in the Netherlands.
Your Congress is being held at a time when the PCV is under pressure from the social democratic government, escalated by Deputy Prime Minister Diosdado Cabello (PSUV). The APR/PCV deputy Óscar Figuera is to this day, almost two years after his taking office, is still denied and restricted the floor. In addition, the communist movement worldwide and in Venezuela faces new challenges. The global capitalist economic crisis, exacerbated by the consequences of the COVID-19 pandemic, is particularly affecting the working class. The economic plans of Nicolas Maduro’s government contribute to this, as an attack on the working class. These problems highlight the need for a strong class-oriented labour movement and the need for a strong communist party as the vanguard of the working class, representing the interests of the working class represents.
This year, prior to the congress, the Third International Ideological Seminar will be held with the theme: “The contemporary ideological struggle and the central vanguard role of the proletariat as revolutionary subject under capitalism”. This will be celebrated as part of the programme celebrating the founding of the Union of Soviet Socialist Republics (USSR). Growing inter-imperialist antagonisms are increasing the need for communist parties to guard the struggles and principles of socialism becomes ever greater. The political and ideological strengthening of the international communist movement proceeds through fighting opportunism and countering of illusions and disguised bourgeois rhetoric. Further developing the revolutionary ideological-political line is therefore essential.
We know that the PCV and its youth movement, the JCV, are fighting tirelessly at the vanguard of the struggle for the interests of the working class in Venezuela. Despite the violent and political repression by the PSUV government and the SEBIN (Bolivarian Intelligence Service), you continue this struggle unabated. The successful Cell Conferences across the country and the Third International Ideological Seminar promise fertile ground for discussion and that the decisions of your Congress will contribute to strengthening the struggle of the PCV and the Venezuelan working class. In the spirit of proletarian internationalism and solidarity, the NCPN wishes the PCV good luck with the 16th Congress. By strengthening our parties and international solidarity, we can overcome the challenges that arise as a result of capitalism and come closer to overthrowing of the dictatorship of the bourgeoisie and the establishment of socialism-communism.
Comradely greetings,
International Bureau of the NCPN
